An Owner's Engineer for concrete represents the project owner's interests on all concrete technology matters. This includes reviewing and approving contractor mix designs, verifying quality control procedures, monitoring construction quality, reviewing test results and non-conformance reports, assessing contractor claims related to concrete work, and providing independent technical advice to the owner on concrete-related decisions. The Owner's Engineer ensures the owner gets the quality and performance specified in the contract.
When should a project owner engage an independent concrete technology reviewer?
Ideally, independent review begins during pre-tender or early construction phases, before concrete mix designs are finalized and placement begins. Early engagement allows review of specifications, mix design methodology, QA/QC plans, and thermal control strategies before problems occur.
