What the December Deadline Asks of Your Concrete

The first deadline under the Dam Safety Act is now close enough to count in weeks. Most of the attention goes to spillways and hydrology, but Section 38 quietly makes the condition of the concrete itself a statutory line item, and proving it is sound is not a walk-past. It is a coring and petrography programme with a long lead time. This week, what the evaluation actually asks of your concrete, and why the clock is the problem.

The Dam Safety Act, 2021 came into force on 30 December 2021, and Section 38 sets a clock running from that day. Every existing specified dam in the country, essentially every dam above about fifteen metres, and there are more than 6,600 of them, must complete its first Comprehensive Dam Safety Evaluation within five years. The Act is explicit about the window.

The first comprehensive dam safety evaluation for each existing specified dam shall be conducted within five years from the date of commencement of this Act.

Five years from 30 December 2021 is 30 December 2026. And a Comprehensive Dam Safety Evaluation is not a routine inspection. It is a forensic review by an independent panel of experts, and most of the country is not ready for it. By late November 2025 the National Dam Safety Authority had assessed roughly 1,853 of about 6,545 operational dams. The Union Jal Shakti Secretary put the number still pending at close to 5,000, all to be cleared by the deadline. That is a scramble, and the concrete side of it is the part most owners underestimate.

Section 38 lists what the evaluation must cover: the design and construction record, a fresh look at the design flood, seismic safety, operation and maintenance. Then it ends on a clause that is easy to skim past and is, for a concrete engineer, the whole point.

That limb is where the concrete lives. It captures the slow, invisible mechanisms, alkali-aggregate reaction, leaching, internal sulfate attack, the corrosion of embedded steel, that a visual walk-past never reveals and that an expert panel cannot sign off without data. And gathering that data is not a look. It is a programme. It starts with a condition survey and crack mapping, moves to non-destructive testing, rebound hammer and ultrasonic pulse velocity under IS 13311, to map the concrete's quality and uniformity. But non-destructive testing only indicates. Where strength is in question, cores are drilled and tested to IS 516 Part 4 and judged against the IS 456 acceptance rule, the average holding at least 85 percent of the grade with no single core below 75. And where the question is what mechanism is at work, only petrography, a thin section under the microscope to ASTM C856, gives a definitive answer. All of it is read against the dam's seepage record and its instrumentation trends.

Here is why the clock, not the engineering, is the real problem. Each of those steps has a lead time. Mobilising a coring rig to a remote dam, a laboratory turnaround on cores and thin sections, and the calendar of an independent expert panel are measured in weeks and months, not days. And the panel cannot certify the integrity of concrete it has no data for. An owner who treats concrete condition assessment as a task to mobilise in the last quarter of 2026 has already missed the window.

The stakes are not abstract. Of those specified dams, 1,681 are more than fifty years old and 291 have stood for over a century, which is exactly the stock in which alkali-aggregate reaction and leaching have had the longest to work unseen. And the Act has teeth: obstructing its officers or refusing to comply with directions can carry imprisonment of up to one year, rising to two years where the non-compliance leads to loss of life or imminent danger.

The lesson: The December deadline is not a paperwork exercise. Section 38 makes concrete integrity a statutory, panel-signed line item, and the mechanisms that most threaten an old dam, alkali-aggregate reaction, leaching, internal deterioration, are precisely the ones a visual inspection cannot see. If your dam is a specified dam and its concrete condition has never been established by coring and petrography, that programme has a lead time measured in months, and the window closes on 30 December 2026. Scope it, contract it, and get the rig on site, because a panel cannot certify integrity it has no data for, and the calendar is no longer on your side.

India has more than 6,600 specified dams, and 1,681 of them are already more than fifty years old, including 291 that have stood for over a century. That is the exact stock in which slow concrete deterioration has had the longest to work unseen. Every one of these dams must complete its first Comprehensive Dam Safety Evaluation by 30 December 2026, five years to the day after the Dam Safety Act took force. By late 2025, fewer than a third had been assessed, and the government put the number of dams still awaiting evaluation at close to 5,000. The deadline is not moving. The concrete assessment behind it takes months to run.
